Do Not Go To Progressive Computer Learning In El Cerrito, California-Progressive Computer Learning Is A Scam

Progressive Computer Learning, located at  727 El Cerrito Plaza, El Cerrito California 94530, is a post secondary vocational education center registered with the Unemployment Development Department (EDD) for the WIA (WorkForce Investment Act).  This school has received so many complaints that it is on the verge of going out of business.  Today I have proof to back this up.  The founder of Progressive Computer Learning  is Elaine Lavan.  She has been in business since 2000.  But because of her bad business management and her ineffective teaching methods,  a lot of students have filed complaints against her for insufficient job training.

Because of the financial hardship that she has been placed under,  I have caught her in the act of falsifying enrollment agreements in order to show proof that she has students enrolled in her class when they aren’t.   You are wondering why would she falsify the enrollment agreements and also falsified the surveys completed by her unsatisfied students?  Well, she is afraid that her student’s counselors is not going to send her any more students her way if they see a pattern of complaints against her.

She has been depending on the WIA(WorkForce Investment Act) to send her students.  For those of you who don’t know what is the WIA program,  it is basically a program that all dislocated workers can get access to with Federal money in order to enroll in a post secondary vocational school, like Progressive Computer Learning, to acquire new job skills in a high demand job sector.

And you are wondering how does Elaine Lavan of Progressive Computer Learning come into the picture? Well, as a matter of fact,  she offers computer courses, like in Microsoft Office Suite, Excel, Computer Applications, etc.  None of her books are up to date.  As a matter of fact, the books that she has all her students buy out of their own money have so many errors in them.

As a matter of fact,  I have someone who have confessed to me that she had forged the comments on the student survey to show nothing but positive comments because she had a recent site visit by one of her student’s counselor, Yolanda Wilson (from the Department of Rehabilitation) who wanted to take a look at the student’s review of her school.  As it turns out,  the student’s review of her school was very negative.  Eric Phillipson was the student who was not happy about her school.  So Elaine Lavan had someone forge his signature and his comments about her school.

Joanna Brown,  Kenneth Conroy,  Eric Phillipson are recent examples of unsatisfied students.  They all came from the Unemployment Development Department.  Eric Phillipson is from the Department of Rehab.

If you get a chance to go to her school,  you will see that it is run down with non-functioning computers that constantly break down.  And when something goes wrong with the computers,  she constantly yells and blames the students for the mishap.  The fact is that the computers are so old that they are in desperate need for an upgrade.  If you don’t believe, go visit the school yourself and you will see only 2 students in her class.   In other words,  the first thing that would come across your mind is that the school looks like it is on the verge of  going out of business.

First impression is everything.  And if you don’t believe me, go take a look at her school yourself and you will see how run down it looks. I felt like I was in some kind of homeless shelter.   It just looks very spooky.

And if you happen to be there, why don’t you ask the founder, Elaine Lavan for the original surveys completed by one of her students and see if she is willing to reveal them to you.  If she shows you nothing but surveys containing positive reviews,  I can guaranteed that those surveys has been forged.

Elaine Lavan is in violation of the Department of Consumer Affairs.   It is just a matter of time before she loses her teaching license.  So do yourself a favor and stay away from Progressive Computer Learning located at 727 El Cerrito Plaza, El Cerrito, CA 94530.

What is so shocking is that she is on the verge of getting her accreditation so she can offer financial aid.   And in order to get accreditation, she has to show documented proof that she has at least a certain number of students enrolled in her Progressive Computer Learning school  for a certain period of time.  And due to the fact that she has received so many complaints from unsatisfied students,  she doesn’t have any students at all to show for her records of 2009.

I have caught her in the act of taking enrollment agreements dated on 2008 and changing it to show a 2009 date on it.  That is fraud!!   Why is Elaine Lavan doing this?  Because in order for her to get accreditation,  she has to show proof of a certain number of students attending her school.    I would like someone to open up an investigation and seize all her records, and you will see that the dates on her forged enrollment agreements do not match the original enrollment agreements that the students have.  This is fraud.

Now would you want to go to a vocational school where the teacher herself,  Elaine Lavan, is committing fraud behind your backs?  I would like someone to open up an investigation and look at all her school records and compare them with those of the actual students.  They do not match.  And that is fraud!!

If you don’t belive me,  go visit her school in the El Cerrito Plaza yourself at 727 El Cerrito Plaza, El Cerrito CA 94530.   You will see that the school is vacant, run down, and hardly any students.

Elaine Lavan is so deep in debt that she is two months behind on her rent, and I predict that she will be out of business before this year is up.  So please do yourself a favor and spare yourself the misery of poor quality education by not going to Progessive Computer Learning.
